These verses, along with most of the verses of Hebrews chapters 8-10, emphasize the point that the new covenant, which was founded on the all-important atoning death of the Son of God, was designed to solve the sin, spiritual death, Satan problem that could not be solved by the old covenant with its animal sacrifices. The emphasis in on the fact that the blood of Jesus is powerful enough to enable believers to walk with the victory over all sin in an abiding state of holiness. Doesn't that sound like good news?

We discuss Hebrews 9:23 to the end of chapter 9 here in Part 6. "Once at the consummation of the ages" the Lord Jesus "has been manifested to put away sin by the sacrifice of Himself" (Heb. 9:26). To "put away sin" includes making His people (the believers) righteous and holy (with the imputed and imparted righteousness and holiness of God), with the victory over all sin.

We discuss Hebrews 9:14-23 here in Part 5. The all-important Sacrifice of the Son of God is the only thing that can cleanse the conscience of believers. This includes knowing that we are forgiven, born again, that we are enabled and committed to walk in the truth, righteousness, and holiness of God with the victory over sin (all sin), and that we have access to God. We also know that we will forgiven for any sins we should commit when we repent, but we must aim at the target of not sinning.
